The appearance of the new multi-storey car park on Arundel Gate is not the most important issue
The Charles Street and Arundel Gate elevations face approximately SW and SE.

Clad in translucent photovoltaic panels, during the day they would provide both electricity and light for the interior.

The other two facades could be clad in matching
dummy panels.
Linked to the grid, the electricity generated would offset that consumed by the night-time lighting – and perhaps some of the CO2 emitted by all those cars…

The appearance of the car park would have followed from this design – form follows function.

The architects and developers are behind the times and have put short-term profit and superficial appearance ahead of the fundamental challenge of climate change.
