What is position on tram gates?

COULD someone please tell me what the current position is with the tram gates at Hillsborough?
Can we drive through them without getting a ticket or not?

I have contacted the council who tell me that although they won't issue a ticket, the police can.

Surely if the signs are not legal for the council to prosecute, then neither can the police?
