Protesters have been successful in halting plans for an addition to a house in the green belt in Dore to accommodate a garage, workshop, stables, tack room, hay store, gym, bar and swimming pool.
The council decided that the proposed development at Newfield Farm, off Newfield Lane, would cause “serious harm to the character of the green belt”.
More than 20 objections were submitted.
One protester said: “The proposed outbuilding is more akin to a leisure centre than an outbuilding.”
Local councillor Colin Ross said it would be “visually intrusive” in a sensitive area and the proposals could not be regarded as “ancillary” use.
