"The Child Support Agency was set up by the Conservative government in the early 90s. And it was set up to provide a method of being able to enforce maintenance payments from parents of children who don't live with their children," explained Martin Loxley, partner and head of family law at Irwin Mitchell, in the Telegraph podcast about the Child Support Agency.
