Woman driver made illegal turn

I AM wondering if the cameras for tram gates are in use, as a woman driver came through them on Middlewood Road, then turned left to go down Bradfield Road while the green man was on and people were crossing. I don't drive, but there is a sign with an arrow ponting straight on. Doesn't it apply to her?
