Calico Sheffield Ltd with agents Zerum submitted the plans to demolish a two storey showroom building and three storey office block, on land bounded by Hollis Croft and Broad Lane, and replace it with a building of between 10 and 27 storeys, comprising 69 cluster flats and 45 studios.
Plans were previously approved at the site for a mixed use development with commercial uses at the ground floor and 444 apartments above but it was found to not be viable, so it was redesigned.

Upper floors would provide cluster apartments consisting of five to seven bedrooms grouped with a shared living and dining space and club studios which would each have a cooking and dining area arranged around a shared social space.
A sky lounge and open terrace are also proposed on the top floor to provide residents with “spectacular” views across the city.
A statement provided with the plans said it will be beneficial by responding to an “evidenced need for additional student accommodation”, generating construction jobs, being an “appropriate” use of a brownfield site which is contemporary in design and provides “significant” financial investment in the site and area.
